Yellow Ribbon Program Policies & Procedures

Students who have been declared by the U.S. Department of Veterans Affairs (VA) as maximum benefit rate (100%) and have entitlement under the Post-9/11 GI Bill® (Chapter 33) benefit are eligible to apply for the Yellow Ribbon Program (YRP) contribution.  Under the Yellow Ribbon Program agreement, Austin Peay State University will offer to an unlimited number of eligible students who are classified as out-of-state residency. The following terms and conditions apply in order to receive benefit:

Yellow Ribbon Program (YRP) Policies

• You are an APSU degree-seeking student who is being charged either the e-Rate or out-of-state tuition rate.  Non-degree seeking students and guest students are not eligible for the YRP at APSU.
• Any financial resource designated for tuition and fees charges only is first applied to your student account, which will reduce the amount of the YRP benefit.
• After applying the Post-9/11 GI Bill® benefit, a fifty percent (50%) scholarship waiver of unmet tuition and fees is applied to the account not to exceed the YRP maximum annual contribution.  The amount of the YRP benefit may vary according to the cost of your enrollment status and academic program. 
• You may use your YRP benefits during the summer at APSU if you have not exceeded the YRP maximum contribution for the academic year, and you have entitlement remaining under the Post-9/11 GI Bill®. 
• You must complete and submit an YRP application prior to the last day of late registration for each term to accept the YRP benefit.  New students must submit a copy of their Certificate of Eligibility with the YRP application. Current students must submit a copy of their most recent VA education award letter or Post 9/11 GI Bill® Statement of Benefits.  (Your application packet must be completed prior to the 1st day of the term in order to be considered for the YRP benefit.) 
• Continuous eligibility for the YRP is contingent upon maintaining good academic standing; continuous enrollment at APSU; and have entitlement remaining under the Post-9/11 GI Bill® benefit. If you entitlement does not cover the entire term, then you will not be eligible for the YRP.
• You are liable for any outstanding balance each term not covered by the Post-9/11 GI Bill®, YRP or other financial resources.  YRP benefits cannot be used toward balances from prior terms. 
• YRP benefit amounts are nonrefundable to you.  
• You should finalize your class schedule each term prior to the published drop/add period to avoid financial implications with the YRP benefit and the possibility of creating a debt with VA and the University. 
• APSU reserves the right to evaluate the YRP benefit on a case-by-case basis as determined by the student’s change in enrollment status or withdrawal from the University. 
• APSU will apply the YRP contribution and VA’s matching portion directly to your tuition and fees. If you receive an ROTC scholarship, MyCAA, Tuition Assistance (TA) or other tuition and fees only financial resource as outlined in the VA’s regulations, then the amount of YRP benefit may be reduced. 

Yellow Ribbon Program (YRP) Procedures

• You must submit the YRP application with either the Certificate of Eligibility (new students) or most recent VA education award letter or Post 9/11 GI Bill® Statement of Benefits (current student) each term. 
• Upon receipt of the YRP application and supporting documents, the School Certifying Official will begin reviewing YRP applications with the enrollment certification request for the term. If you are not approved, then the School Certifying Official will notify you by your school's email address as to the reason. 
• If you drop a course during the drop/add period or withdraw from a course, the YRP benefit from the VA and the University will be reduced in accordance to the adjusted tuition and fee charges for the term. You might receive a bill from VA and the University. 
• If you receive a punitive grade (FN or FA) due to non-attendance, the YRP benefit will be reduced for the term. You might receive a bill from the VA and the University.
• Academic progress will be monitored by the School Certifying Official.  YRP benefits will be terminated for failure to maintain good academic standing.
