Austin Peay’s Govs Suite System
Austin Peay’s Human Resources and Finance applications and products platform, known throughout the university as Banner Human Resources and Banner Finance, are being replaced with a new cloud-based Oracle solution being called Govs Suite. The current systems play a central role in the processing of Austin Peay’s business activities, and the university administration has already begun the implementation process for the new Enterprise Resource Planning (ERP) system. We expect the Govs Suite project to take between twelve and eighteen months to be completed.
Why are we doing this?
The current computer systems used in Finance and Human Resources utilize an intricate combination of computer software, data standards, and work processes. By updating our system to a modern cloud-based platform, Austin Peay will have the ability to use an integrated system that delivers real-time communication, data entry efficiencies, enhanced security, automated workflows, and evolving technologies. This project is possible due to a one-time $20 million allocation from the Governor and legislators.
Govs Suite is the name chosen for this new system, which supports Austin Peay’s steady effort toward improving operational excellence.

Implementation of Govs Suite
Austin Peay State University is supported by Highstreet Consulting and Oracle for the implementation of the Govs Suite Project. The implementation phases are:

Design – Discovery Sessions will be held with subject matter experts to discern design requirements.

Configure – designing and planning test systems for deployment readiness.

Test – system pilots, integration, user acceptance and testing, develop training resources, mock data conversions.

Cut-Over – deliver training, go-live, and post go-live support.

HCM Conference Room Pilot 3 (CRP#3) and ERP User Acceptance Testing (UAT) is the next phase of the Govs Suite project implementation set to begin in May 2025.
ERP Conference Room Pilot 3 (CRP #3) for Enterprise Resource Planning (ERP) was completed on March 5th, 2025. It was our third cloud-based Oracle solution test run to finalize all functional requirements and verify technical configurations. Key end-users tested Govs Suite and helped us:
- Validate systems configurations
- Identify any new functional requirements
- Convert all master and some transaction data
- Lead and run system test scripts to verify data outputs and provide feedback to improve administrative processes
HCM Conference Room Pilot 2 (CRP#2) for Human Capital Management was completed on March 5th, 2025. It was our second cloud-based Oracle solution test run to finalize all functional requirements and verify technical configurations. Key end-users tested Govs Suite and helped us:

On March 17, 2025, we kicked-off our first Govs Suite ERP training with a session for General Ledger Admin users. Over the month of April, training sessions will be conducted for several ERP related topics. In the fall, we will conduct more ERP training sessions for those individuals that may have missed this opportunity, as well as, begin training for HCM.
The insights from HCM CRP #3 & ERP UAT will guide our next steps as we continue to design and configure the new system. Here's the plan:
