Post 911 GI Bill® Tuition & Fees Debt
The Veterans Benefits Administration recently sent out an email about the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (Public Law 116-315) and the changes in how the VA will handle overpayments and debts regarding tuition and fees payments.
VA Overpayment and Debt Provision Update
Important Information

VA determines the amount of the overpayments and debts of tuition and fees.

If you have an outstanding balance on your account, then a hold may be placed on your student account which can prevent future registration, viewing grades, or receiving transcripts.

If a balance remains unpaid for 90 days following the end of the term for which it is owed, your account may be referred to a collection agency.

In the scenarios below, the tuition and fees and possible debt amounts are only estimates.
Original Certification to the VA:
Enrollment: 12 hours in classroom
Tuition & Fees: $4,151.50
Prior to 1st day of classes
- Drop one course before the 1st day of classes
- Enrollment is now at 9 hours in classroom.
- Tuition & Fees is $3,232.35
Dropping a course prior to the first day of the term is within the 100% fee adjustment by Student Account Services
- VA will charge a school debt of $919.15 in tuition and fees to Austin Peay State University.
- Austin Peay refunds $919.15 to the VA.
During drop without record (by the 14th day of classes)
- Drop one course on the 14th day of classes
- Enrollment is now at 9 hours in classroom.
- Tuition & Fees is $3,232.35
Typically, the 14th day of class is the last day to receive a 75% fee adjustment by Student Account Services.
VA may charge a school debt up to $919.15 in tuition and fees to Austin Peay State University.
You will owe the difference between the 75% fee adjustment and what the VA charges Austin Peay.
For example:
- After the fee adjustment has been applied, the dropped course tuition and fees is $229.79
- VA charges a school debt of $919.15 in tuition and fees to Austin Peay.
- Austin Peay refunds $919.15 to the VA.
- You will owe $229.79 to Austin Peay.
Drop during W period
- Drop one course during the W period and no longer in a fee adjustment period
- Enrollment is now at 9 hours in classroom.
- Tuition & Fees is $3,232.35
VA may charge a school debt up to $919.15 in tuition and fees to Austin Peay State University.
For example:
- The dropped course is still charged all of the tuition and fees.
- VA charges a school debt of $919.15 in tuition and fees to Austin Peay.
- Austin Peay refunds $919.15 to the VA.
- You will owe $919.15 to Austin Peay.
Retroactive Withdraw from Course
- Drop one course at end of the term or after the term is complete

- You will owe $4,151.50 to Austin Peay.
FA (stopped attending) grades are reported for all courses
- You are still charged all of the tuition and fees for the courses

- Austin Peay refunds up to $4,151.50 to the VA.

Official Withdraw during the Term
If you withdraw during one of the fee adjustment periods by Student Account Services, then the amount of tuition and fees will be adjusted.
- For Example: If you withdraw from the term by the 14th day of classes, then typically Student Account Services will apply a 75% fee adjustment to your tuition and fees.
VA may charge a school debt up to $4,151.50 in tuition and fees to Austin Peay State University.
You will owe the difference between the 75% fee adjustment and what the VA charges Austin Peay.
For example:
- After the 75% fee adjustment has been applied, the amount of tuition and fees for the term is $1,037.87.
